Any registered voter in NYC can vote by mail. You can request your mail-in ballot in person or online:
Request in-person at the New York County Board of Elections office:

You should receive your mail-in ballots starting week of May 11th.
^ If you will be out of town during June make sure to request your mail-in ballot early and mail it in as soon as possible

Mail it using the pre-paid and pre-addressed return envelope
